1. The Government of Saint Vincent and the Grenadines has received financing from the World Bank toward the cost of the Caribbean Digital Transformation Project and intends to apply part of the proceeds toward payments under the contract for Supply and Installation of Fifty (50) Wireless Access Points at Five (5) Government Buildings.

2. The Economic Planning Division, within the Ministry of Finance, Economic Planning and Information Technology now invites sealed Bids from eligible Bidders for the supply and installation of 50 access points for the Cisco Catalyst C9120AXI-B at government buildings in Kingstown, Saint Vincent the Grenadines.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”, September 2023, (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the Ministry of Finance, Economic Planning and Information Technology via the email addresses and contact information #1 listed at the end of this Request for Bid.

5. The bidding document in English Language may be requested by interested Bidders upon the submission of a written email request to the addresses listed below. The document will be sent by email.

6. Bids must be delivered to the address #2 below on or before 12^th April, 2024 at 1:30 pm, Eastern Caribbean Time. Electronic Bidding will be permitted, with instructions as listed in “i" to “v” below. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address #2 below on 12^th April, 2024 at 2:30 pm.

1. Proposals must be PDF password-protected documents. The accompanying email must include at minimum:

• Subject: Caribbean Digital Transformation Project: Supply and Installation of Fifty (50) Wireless Access Points at Five (5) Government Buildings

• Body of email: The firm for which the submission is made; Instructions not to open proposal before 1:30 pm on 12^th April, 2024

1. Maximum file size is 23MB

• Password to be sent via a separate email, within 15 minutes after submission of proposal

1. Original documents may be requested as part of the evaluation process and will be verified by the Project Coordinator before the signing of the contract

7. All Bids must be accompanied by a Bid-Securing Declaration

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
